It is normal when you have multiple vhd in one physical disk, one VM to slow down when another VM is monopolizing the physical’s I/O. With Windows Server 2016 you can enable Quality of Service and specify minimum and maximum I/O operations per second  (IOPS) for a disk. Start Hyper-V Manager, select a VM, right-click and choose Settings. Select the hard disk you want to enable QoS, click the small cross to expand and see the Quality of Service option.
